The City of Rockford is governed under a council–manager form of government, a system of government used by approximately 40% of American cities with a population over 2,500 or more.
Under the council–manager form of government, the Rockford City Council is responsible for the legislative function of the municipality such as establishing policy, passing local ordinances, voting appropriations, and developing an overall vision.The legislative body, which is voted into office by public elections, appoints a professional manager to oversee the administrative operations, implement its policies, and advise it.
The position of “mayor” is selected by the council from among its members.
The city manager position is similar to that of corporate chief executive officer (CEO), providing professional management to the City Council. The City Council makes major decisions, and exercises representative power on behalf of the citizens. The city manager is, in turn, responsible for hiring a city staff to carry out implementation of city ordinances. (Wikipedia)
