About Government Finance
Governmental finance can be broken down into three primary functions:
- Financial Record Keeping
The City’s annual budget preparation begins in January of each year and ends in May with the adoption of the budget. The City’s fiscal year begins July 1 and ends on June 30. Careful budgeting allows the City to provide the services the citizen’s require, while living within our resources.
Annually, after the completion of the fiscal year, the City’s independent auditors complete a review of City finances and operations. The goal of the audit is to receive a “clean audit opinion”. We are happy to report the City has always received a clean opinion.
Financial Record Keeping/Investments
This area encompasses many functions:
- Accounts payable
- Bank reconciliations
- Insurance plan administration
- Investing of funds
- Pension administration
The Finance Department works diligently to provide the lowest cost products and services while protecting the funds entrusted to us.
The City of Rockford provides all financial, accounting and record keeping for the North Kent Sewer Authority and the Rockford Area Community Endowment.
About the Department
The goal of the Finance Department is to provide the highest level of service, at the lowest possible cost while protecting and managing the financial activities for the City of Rockford. Our staff performs the following key functions:
- Primary contact for residents and visitors
- Assessing and tax administration
- Accounts payable and payroll services
- Water and sewer billing administration
- Information technology
- Budgeting, financial reporting and analysis, and annual audit completion.
- Investing, pension administration, and insurance services.
The Finance Department is located off the main lobby of City Hall.
